Is a small target audience allowed?

I am looking to submit into the educational and human potential track but my idea only targets a specific group of people and does not increase the educational potential for ALL humans. Is this okay?

    that's the good point! start small with real problem. the solutions will not work for all peoples, thats natural

    Thank you for your question! Submissions are evaluated on 3 judging criteria and one of those is Category Impact. That criteria is defined as "Teams built something that meaningfully moves the needle in their chosen category — either by redefining how something works at a fundamental level, or by reaching a scale where widespread adoption is credible."
